Overview

This document is the 2016 revision of the 2011 edition and incorporates the up-to-date literature review and feedback from the users of the original version. ESSENCE funders jointly contributed their experiences of evaluation of research capacity strengthening in the process of development and revision of the document. Although the ESSENCE group is currently health focused, we hope that this document has wider reach and can be used across all research fields. The Framework outlined in the document has been developed to improve harmonization among funders of research capacity strengthening (RCS). Its use should make it easier for recipients of funding to fulfil the PM&E obligations of different funders and facilitate synergy, division of labour and sharing of knowledge among funders.
