Summary

A prospective thematic review of RCS (Research Capacity Strengthening) was carried out by a scientific working group in November 1999 to:

• define the strategic direction of RCS;
• identify partnerships to optimize research capacity building, and;
• develop indicators to evaluate and assess the impact of RCS investment in developing countries.

This document reviews RCS activities within the context of TDR and the World Health Organization; considers opportunities for cooperation and synergy amongst agencies; and reports the outcomes and recommendations of two working groups on the future strategic direction of RCS, and evaluation and impact assessment. Working group participants are listed in an annex.
