Wouter Boesman is Head of the International Cooperation Office at the Institute of Tropical Medicine (ITM) in Antwerp, where he coordinates the institute’s international partnership programmes and advises its leadership on policy, advocacy and strategic cooperation. He is a member of the Academic Council and oversees ITM’s major multi-annual programme funded by the Belgian Directorate-General for Development Cooperation and Humanitarian Aid, including its repositioning in the changing funding landscape and a transition towards a more integrated, thematic global programme.
He has more than 15 years of experience in international cooperation, international policy agenda's, organizational governance and the management of multi-country programmes across the world. Before joining ITM, he was country representative for Belgian NGO VVOB in Vietnam, held senior positions with the City of Ghent (Belgium) and was the policy and advocacy director at the Council of European Municipalities and Regions' PLATFORMA, the pan-European network for the international action of local and regional governments.
His work focuses on equitable partnerships, institutional change, governance, donor engagement and the alignment of diverse organizations around shared strategic objectives. He holds master’s degrees in Political Science from Ghent University (Belgium) and Latin American regional Studies from the Universidad Nacional Autónoma de México.
