Monica is a Senior Program Advisor at the U4 Ant-Corruption Resource Centre, where she coordinates U4’s work on integrating anti-corruption in public service delivery, particularly in the health and education sectors, as well as integrating a gender perspective in anti-corruption.
Since 2020, she has led U4’s work on Covid-19 and corruption, advising the development community on mainstreaming anti-corruption in pandemic response planning and minimizing corruption in the Covid-19 vaccine roll-out. She previously lectured at Makerere and Cavendish Universities in Uganda, and as a law and development consultant to the Uganda government, NGOs and donors.
Monica holds a Bachelor of Laws degree from Makerere University Uganda and a Master’s and PhD in Law from the University of Warwick, UK.
